Charlene C. Boston
A 35-year veteran of the Baltimore city schools has moved into the superintendency of the Wicomico County Public Schools in Salisbury, Md. Charlene Boston served Baltimore in various posts, including associate superintendent, area executive officer and principal. She also has been an adjunct professor at Johns Hopkins University.

Lew Finch
Lew Finch, superintendent in Cedar Rapids, Iowa, has assumed added responsibilities as president of the Urban Superintendents Association of America. A former AASA Executive Committee member, Finch earlier served as superintendent in Jefferson County, Colo., and Coon Rapids, Minn., headquarters of the Anoka-Hennepin School District.

James D. Lombardo
James Lombardo, the 2002 superintendent of the year in Vermont, is assuming the top position in the Upper St. Clair, Pa., district this summer. Lombardo is completing his 17th year as a superintendent, the past 10 with the Addison Central Supervisory Union in Middlebury, Vt. He also currently directs an Asian study program at University of Vermont.

Patrick O’Toole
The former superintendent of the Shenango Area School District in New Castle, Pa., has moved into the superintendency of the South Butler County Schools in Saxonburg, Pa. O’Toole earlier spent seven years as principal of Shenango Area High School and five years as an associate principal in the Greenville, Pa., district.

C. Patrick Proctor
Following a 12½-year stint as superintendent of the Windham Public Schools in Willimantic, Conn., Patrick Proctor has taken over the superintendency in Wethersfield, Conn. Proctor earlier served in Windham schools as assistant superintendent. Previously, he worked in the Connecticut Department of Education as coordinator of the school effectiveness unit.

Donna Smith
The 8,195-student Clint Independent School District in El Paso, Texas, has a new superintendent in Donna Smith, an educator for 24 years. Smith previously worked as superintendent of the Tornillo, Texas, Independent School District and was a school finance specialist in Region 19 in El Paso.
