Elaine M. Brown
After a three-year term as superintendent in Carlynton, Pa., Elaine Brown has assumed the top berth in the South Allegheny, Pa., district. Brown earlier served for 10 years as assistant superintendent and director of pupil services in another western Pennsylvania district, Moon Area, after a year as the district’s personnel director. Her career began as a teacher in Moon in 1973. Brown holds a doctorate in education from Duquesne University.

Gary S. Mathews
In his 25th year in school administration, Gary Mathews has moved into the superintendency of the Williamsburg-James City County School District in Virginia. He had worked as superintendent of the Carroll Independent School District in Grapevine, Texas, since 2002. Previously, Mathews filled the top district position in St. Augustine, Fla., Baton Rouge, La., and Rockwood, Mo. He earned his doctorate at the University of Southern Mississippi.

Jill Shackelford
Assuming the top reins of the Kansas City, Kan., Public Schools this summer is Jill Shackelford, who spent the previous seven years as the district’s assistant superintendent for curriculum and standards. She earlier held central-office positions in the Turner Public Schools, which borders Kansas City, and Bartlesville, Okla., and served in the latter community as an elementary principal. An adjunct professor at two local universities, Shackelford holds a doctoral degree in education from Oklahoma State University.

Joshua Starr
The 15,000-student Stamford, Conn., Public Schools have welcomed a veteran New York City educator as the district’s new superintendent. Joshua Starr most recently served as director of school performance and accountability for the NYC Department of Education and earlier he was deputy senior instructional manager. Starr also worked in the Freeport, N.Y., system as executive director of operations. He holds a doctorate from Harvard with a specialization in the Urban Superintendents’ Program.

John P. Welch
After serving three years as the district’s deputy superintendent, John Welch has moved up to the superintendency of the 17,700-student Highline Public Schools in Burien, Wash. Previously Welch worked in post-secondary education, serving as vice president for administrative services at South Seattle Community College. He also spent several years as chief financial officer for the Federal Way, Wash., School District. Welch completed the Broad Education Foundation Urban Superintendents Academy.

Diane Woods
A 33-year veteran of teaching and administration in the Fayette County, Ky., Public Schools, Diane Woods has assumed the superintendency of the Campbellsville Independent Schools in Taylor County, Ky. Woods formerly served as principal at Henry Clay High School and district director of middle schools. In fall 2004, Woods was selected to participate in Kentucky's Minority Superintendent Internship Program, where she worked under Superintendents Roger Marcum and Stu Silberman.
