EVERY SCHOOL BOARD deals with contentious members, or “rogues,” periodically. It comes with the territory. Occasionally, a board will encounter the member who bridges categories while never aligning her or his position with anyone or any particular position. This member is the outlier, the bane of every superintendent’s existence.
