Tove Tupper

Chief Communications Officer, Highline Public Schools (Wash.)

Tove Tupper, APR, is a strategic communicator, trusted advisor and champion for public education. As chief communications officer for Highline Public Schools, Tove leads the district’s award-winning communications team and oversees all aspects of internal and external communication.

She serves as a key advisor to the superintendent and cabinet, guiding messaging through crises, community engagement efforts and complex district initiatives. Tove’s work builds trust, drives engagement and fosters community support for Highline’s students and schools. 

Since joining the district in 2013, Tove has shaped communications systems that support strong partnerships between families, schools and central office. She leads with clarity and compassion.

Nationally recognized in her field, Tove serves on the NSPRA Accreditation Committee and the Universal Accreditation Board. She was named a 2018 NSPRA Front-Runner and a 2016 NSPRA 35 Under 35 Next Generation Leader. She is a past president of WSPRA and is an active voice and leader in the school PR community.
