Educators have come to understand the dual meaning of “highly qualified.” In NCLB terms, highly qualified indicates the teacher has achieved a bachelor’s degree and certification in his or her assigned area. In The Highly Qualified Teacher, however, the expression speaks to the professional’s effectiveness and degree of excellence.

The book’s strength is its review of research on this latter definition of highly qualified. Author Michael Strong, senior researcher at the Center for Research on the Teaching Profession at the University of California at Santa Cruz, explores several current trends in education, including value-added evaluation, Charlotte Danielson’s framework, action research and cognitive operations.

Chapters on the significance of and research supporting quality teaching are comprehensive, contemporary and relevant to educators in this era of accountability and performance-driven evaluation. The chapter on measuring teacher quality will cause administrators to reflect on the instruments presently being used and promoted by national agencies and professional organizations.

The author offers hope with his early research on a model for evaluation that is being developed and field tested. Too premature to serves as a definitive prototype, the model should be monitored for its potential to integrate sound evaluation principles.

Many superintendents will find this research-heavy book a tedious read. It may be well worth the time investment, however, as there is plenty to challenge popular thought about evaluation.
