 PeopleAlvarez

Frank R. Alvarez
Following a nine-year stint as superintendent in Montclair, N.J., Frank Alvarez has assumed the top post in the 3,200-student Rye, N.Y., City Schools. An educator for 36 years, Alvarez earlier served as superintendent of the North Caldwell and River Vale school districts, both in New Jersey. He started his career as an English and speech teacher in Union, N.J., and became a principal in 1986. An AASA member since 1997, he holds a doctorate in educational administration from Columbia University’s Teachers College.

The new superintendent of the 5,500-student Delaware Valley School District in Milford, Pa., is John Bell. He was assistant superintendent in the 3,000-student Port Jervis, N.Y., district for the past six years and held the same berth in the Minisink Valley Central School District in Slate Hill, N.Y., for the year prior. Earlier, Bell worked as Delaware Valley Middle School principal for five years following service in the Eldred and Kingston school districts, both in New York. He has been an AASA member since 1999.

In her seventh year with the Watervliet, N.Y., City Schools, Lori Caplan has assumed the district’s top administrative berth. Caplan joined the central office after serving as principal of Watervliet Junior/Senior High School. Previously, she worked as assistant principal of Central Park Middle School in Schenectady, N.Y., after teaching in the Hudson, N.Y., City School District for 10 years. A board member of the New York State Association of Small City School Districts and an AASA member since 2011, Caplan earned her doctorate in education from Sage College in Albany, N.Y.

The Howard County Public Schools in Ellicott City, Md., has a new superintendent in Renee Foose. An AASA member since 2011, Foose has spent 16 years in Maryland schools, most recently as deputy superintendent in Baltimore County. Earlier, she spent five years in Montgomery County as director of shared accountability and director of school performance. Before becoming an educator, Foose worked for six years as a Maryland state trooper. She holds an Ed.D. in school leadership and administration and policy from University of Delaware.
 PeopleTaylorBernard Taylor Jr.
Bernard Taylor holds the top berth in the 43,000-student East Baton Rouge, La., Parish Schools, the state’s second-largest public system. A member of AASA since 2002, he has worked for more than a decade in the superintendency, most recently in Grand Rapids, Mich., since 2006, and for five years previous in Kansas City, Mo. Taylor also served as executive director for school leadership in Kansas City and as a principal in Pittsburgh, Pa. He earned his Ed.D. from University of Pittsburgh in K-12 administration.

James Veitenheimer
The Deer Valley Unified School District in Phoenix, Ariz., has a new superintendent in James Veitenheimer. A Texas native, he spent eight years as superintendent of the 33,000-student district in Keller, Texas. Prior, he held the top spot at the Canyon, Texas, Independent School District for five years and served as area superintendent and director of professional development in Austin, Texas. Veitenheimer started as an elementary school teacher in Eanes, Texas. An AASA member since 1996, he received his education doctorate from the University of Texas at Austin.
